Job Description:

General Statement of Duties: The Security Director will administer and manage the overall security operation for Canyon County's multi-facility campus. The Security Director will report directly to the Board of Canyon County Commissioners and will manage and direct the development, implementation, and evaluation of Canyon County's security, standardized safety and operational policies and procedures, incident management practices, and risk minimization programs to ensure a safe and secure environment for staff, members of the public; and the physical security of County facilities and assets, including all offsite locations under their direction. This position is responsible for the direct management and oversight of the Security Department's personnel and day-to-day operations, as well as developing and overseeing the Department's annual budget. Essential Duties and Responsibilities Develop, manage and maintain the Security Department by creating and implementing a strategic plan to identify safety concerns and facilitate programs and initiatives to improve the safety and security of Canyon County; Develop and administer operational policies, procedures, guidelines, requirements, methodologies, annual budgeting and security personnel to ensure a safe and secure environment; Provide direct supervision of security staff, including hiring, disciplinary actions, performance evaluations, scheduling, training and budgeting; Develop, manage and maintain a comprehensive security system that includes video surveillance, access control, emergency communications, security policies/procedures, alarm monitoring, system integration, key control, parking and evacuation protocol over 18 Canyon County locations; Ensure all security procedures, programs, policies and protocols are legally compliant and represent best practice for industry standards; Identify legal issues or concerns related to security and research/implement solutions; Conduct or facilitate annual vulnerability assessments for each Office/Department facility and recommend security improvements, including but not limited to: equipment specifications, detailed cost estimate for each system at each facility, locations of security equipment, electrical connections; Evaluate and develop standardized facility access programs and protocols to reduce unauthorized access of individuals to secure or restricted areas; Evaluate and develop standardized procedures, protocols and policies to prepare for, prevent, respond to and recover from emergencies; Conduct compliance reviews, field surveys, needs analysis, and security cost/benefit analysis; Develop and manage the annual security operations budget; Develop and maintain effective working relationships with fellow workers, County employees, County Offices; cities and their departments, state agencies, and members of the public; Facilitate communication and the dissemination of security related information between appropriate agencies, offices and departments; Participate in training and professional development to stay abreast of technical, legislative and professional trends impacting security programs, and development of the latest security technology, system, services, and products designed to promote safe facilities; Work with offices/departments to address special security needs and/or concerns; Assist EOs/DAs with administration of security policies, procedures and programs to ensure effective and professional security operation throughout the County; and Other projects and duties as assigned. Knowledge, Skills and Abilities In-depth understanding of the latest security technology, system, services, and products including but not limited to: access control, alarm systems and video surveillance; Must possess strong collaborative leadership, communication, and strategic planning skills; Experience in security assessments and risk analysis to develop site specific recommendations; Extensive experience in security management policies and practices, physical security, electronic systems, and supporting infrastructure; Experience in security project/program management; Understanding of mechanical, electrical and structural elements of municipal infrastructure, its systems, functions, vulnerabilities, and costs; Experience with physical and technological physical security design and integration including but not limited to: card access systems, camera systems, alarm systems, locks/keys, security gates, emergency preparedness and management, and; Extensive knowledge and experience with public safety, threat/risk assessments, policy/procedure, and security training. Ability to: Negotiate or exchange ideas, information and opinions with others to formulate policies and programs, or arrive jointly at decisions, conclusions or solutions; Develop a quantifiable and repeatable assessment tool to use for future assessments and to determine physical infrastructure meets regulatory requirements, ensuring program consistency and compliance; Communicate effectively and diplomatically both verbally and in writing; Maintain current and accurate documentation that complies with local, state and federal regulations, Canyon County policies and procedures, and relevant standards; Develop and manage an annual budget; Identify, mitigate, and correct physical deficiencies critical to the protection of staff, visitors, facilities and assets; Exercise considerable independent and sound judgement; Manage a large campus with remote locations; Manage department staff by recruiting, hiring, scheduling, coaching, counseling, monitoring, training, and enforcing countywide and department specific workplace expectations, standards, policies and procedures. Acceptable Experience and Training Bachelor's Degree in a safety related field; and Five (5) plus years of progressively responsible experience within a large, multi-site, organization including the implementation and oversight of safety and security programs; and Three (3) plus years leadership experience in the management and oversight of staffing operations; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to successfully perform the functions of this position (with or without an accommodation). Desired Skills and Experience Master's Degree in a safety related field; Security certification(s) in emergency management, security, or related field (CPP preferred); and Experience working in the public sector. Special Qualifications Local travel to off-site locations will be required; Must possess a valid Idaho Driver's License; Must successfully pass an in-depth background investigation to include eligibility to access Criminal Justice Information Services (CJIS) information as articulated by the Idaho State Police guidelines; and Licenses and certifications must be kept current as a condition of employment.
