Job Description:
Starting salary: $87,992-$94,255 annually.General Statement of
DutiesThe primary duties of the IT Operations Manager are to
supervise network infrastructures, desktop support, telecom,
WAN/LAN topologies, datacenter operations, server administration,
helpdesk, security systems and patch management, and organization
of the County's computer systems. Manage a team of 15 staff and the
incumbent participates in the review and acquisition of computer
software, data management, hardware, server infrastructure
applications. In addition, planning and participating in the growth
of the technical skills of the technical support staff and remains
current on new trends in all facets of Information Technology, and
performs all related work as required. Works closely with
development, project management, and business IT
units.Classification SummaryThe primary function of this position
is to provide direction to and oversee all activities of
operations. The work is performed under the general direction of
the Assistant IT Director. but latitude is granted for the exercise
of independent judgment and initiative. The principal duties of the
position are performed in a general office environment.Examples of
Work (Illustrative Only)Essential Duties and Responsibilities---
Applies independent judgment, discretion and analysis in designing,
developing and implementation of computerized information systems
solutions;--- Confers with end users and studies effectiveness and
feasibility of systems flow, data usage of both manual and
automated processes;--- Determines the economic and operational
benefits of using computerized methods to satisfy information needs
and presents proposals for new systems or the enhancement,
improvement and/or replacement of existing systems;--- Searches for
and evaluates solutions created by third parties as alternatives to
in-house development;--- Works with end users and selected vendors
to create and support systems and implementation of third party
developed solutions;--- Assigns projects, reviews work on a timely
basis and reports to superiors and user supervisors the status of
each project;--- Determines performance standards and evaluates
worker performance of staff members;--- Assists with recruitment
and selection activities for staff members;--- Prepares plans and
arranges for training in essential skills and new technologies.---
Maintains awareness of system tools, best practices, and problem
solving techniques and computing equipment.--- Establishes the
annual Operations Budget to be presented to the Chief Information
Officer / Director.--- Employee management including: evaluations,
hiring, disciplinary, conducting meetings or presentations, and
staff development.--- Communicates regularly on system outages,
updates, and remediation efforts to Senior Management.--- Establish
and maintain internal operational policy and procedure.--- Maintain
On Call rotation schedules and Tier 2 escalation coordination.---
Project Management, scheduling, and staff resourcing.--- Review of
operational procurement expenses, tracking licensing, and
forecasting technology plans.--- Knowledge of Virtualization
(VMWare); Network Design, Exchange, Active Directory, security
structure, fault tolerance theories, backup strategies,
documentation, and management systems.Other Duties and
Responsibilities--- May be required to attend evening meetings and
respond to emergency calls during off-duty hours.Knowledge, Skills
and AbilitiesKnowledge of--- Capabilities and compatibilities of
computers, computer software and associated administration and
development tools.Ability to--- Work cooperatively and
constructively with fellow workers and members of the public to
provide public service of the highest quality and quantity;---

Exercise independent judgment, initiative and decision-making under
the administrative direction of the Chief Information Officer.---
Maintain a courteous, professional and effective working

effectively and calmly in a crisis situation.Acceptable Experience
and Training--- Bachelor's in Computer Science, Computer
Information Systems or Communications; AND--- Eight (8) years
related technical experience, five (5) years of which is in a
supervisory capacity; OR--- Any equivalent combination of
experience and training which provides the knowledge and abilities
necessary to perform the work.Special Qualifications--- Must
possess a valid Drivers License;--- Must successfully complete a
background investigation through the National Crime Information
Center (NCIC).Essential Physical Abilities--- Sufficient visual
acuity, with or without reasonable accommodation, which permits the
employee to comprehend written work instructions, comprehend and
prepare written technical reports and diagrams.--- Sufficient
clarity of speech and hearing, with or without reasonable
accommodation, which permits the employee to discern verbal
instructions and to communicate effectively in person and by
telephone;--- Sufficient manual dexterity, with or without
reasonable accommodation, which permits the employee to operate and
make adjustments to computers, tools and equipment;--- Sufficient
body mobility, flexibility, agility and strength to work in an
office environment, perform duties that may require bending,
stooping, kneeling, crouching, reaching and to occasionally move or
lift up to 50 pounds.
